Can the reopened BRLA migration portal be used for any TRU currently held in self-custody at the time of reopening, or will eligibility be limited to a prior snapshot / pre-deadline balances only? Also, if a holder was blocked by the expired portal issue, will newly acquired TRU be included in the migration total?"
